On May 14, at the Institute of Aviation was held a national conference “Scientific publications in science metrics evaluation system”, which gathered 160 representatives of the science world. The organizers of this conference were: the “Marketing of Scientific and Research Institutions” scientific quarterly journal and the Scientific Publishing Houses of the Institute of Aviation.

The conference was opened by prof. Jerzy Wilkin – the Chairman of the Committee for Evaluating Scientific Journals from the Polish Ministry of Science and Higher Education, who presented the new rules of the evaluation system for scientific publications in 2015 and 2016.

Professor Wilkin announced that from this year only national publications will be sudmitted to list B (whereas foreign publications only to list A and C). Publications in this category will also be evaluated by experts. Additional points for long-term existence of newspapers will also be granted – magazines in list B which have existed for over 5 years will be evaluated higher. Detailed information on the new assessment of the scientific journals will be presented in the official statement of Ministry of Science and Higher Education which will be released by the end of May. Professor Wilkin’s participation in the conference allowed participants not only to have advance knowledge of the planned changes, but also to debate them, including asking questions and reporting demands of various scientific communities in the field of parameterization.

Next spoke foreign speakers: Wolfgang Klotz, Founder and Managing Director of the Central and Eastern European Online Library C.E.E.O.L.

and Lars Bjørnshauge, Founder and Managing Director of the Directory of Open Access Journals (DOAJ).

Wolfgang Klotz expressed skepticism about sciencemetrics and pointed out the economic value of grassroots communication of science, which takes place on sites like Mendeley.

The second of the speakers, Lars  Bjørnshauge advocated for greater openness persuading scientists to share knowledge (open access – free access) with the public. He also expressed hope that open access publications are gaining more and more credibility through transparent activities (the process of review, verification of applications and searching of journals already reported). He pointed out that the aim of the DOAJ is to promote different cultures of publishing and the principle of equality, which supports both small and large magazines.

The next speaker was dr Klementyna Karlińska-Batres from Thomson Reuters, who acquainted the participants with the principles of Web of Science platform, including advanced search options, which are intended to facilitate the navigation of scientific publications.

In the question and answer session, participants were eager to share their impressions from the use of the database and asked questions concerning magazine reporting process to the Web of Science.

Next presentation was prepared by the representatives of the SCOPUS, Elsevier B.V.Tomasz Psonka, Research Solutions Director for CE Europe

and Krzysztof Szymański, Customer Consultant in Research Management.

Participants could learn that there are talks on the possibility of access to books through national license are being conducted with the Ministry of Science and Higher Education.

Leszek Stypułkowski, CEO, Index Copernicus spoke on evaluation of research institutions. He indicated that publications had a decisive influence on the parametric assessment and the scientific category granted. According to Leszek Stypułkowski, the journal’s way of developing to the international level are based on four pillars: substantive quality, digitalization, internationalization and cooperation. He also agreed with the previous speakers that a scientific publication needs to be thought of as an electronic object. Leszek Stypułkowski also announced that the citation database system POL-Index, which is piloted by the Index Copernicus will run until the end of June 2015.

The last presentation was presented by Dorota Wojewoda, BazEkon Consortium, The Main Library of the Cracow University of Economics. The speaker acquainted the participants with the options of the database, which stores the contents of the economics journals.
